The next eight years, prior to 2020, present great challenge to the Ministry of Modernisation of Agriculture because of the need to cover very extensively into the rural areas including those being inhibited by nomadic Penans. For example, the State Government is committed to reach out to the Penans in Ulu Baram, Ulu Limbang, Ulu Belaga and Bintulu in the overall task to eradicate poverty among them.
In this connection, the government will establish more forward bases in addition to the existing 46 bases, which have been restored in the past two years. Most of the 46 rural agriculture stations are being manned by qualified staff to help the rakyat. Generally, the State government is committed to improve the logistic support of the department to give extended delivery in rural areas in the overall efforts to help local farmers to improve their livelihood.
Deputy Chief Minister, Datuk Patinggi Tan Sri (Dr) Alfred Jabu anak Numpang, who is also the Minister of Rural Development and the Minister of Modernisation of Agriculture, in his winding speech on the debate on the Motion of Thanks to the Yang di Pertua Negeri during the recent sitting of Dewan Undangan Negeri, says his Ministry will recruit more qualified people as Agriculture Assistants or Agriculture Officers in order to cover the forward rural bases. The Ministry will also double the training capacity at the agriculture institutes starting from the year 2013 to 2014 for the purpose.
He says the State has been approved three Entry Point Projects under Agriculture and two projects under Rubber and Oil Palm for smallholders to be implemented under National Key Economic Areas (NKEA) initiative of the Government Transformation Program (GTP). All the projects are funded by the Federal Government to help drive the country to achieve a high income economy by the year 2020.
Two projects have been approved for Sarawak Under NKEA Agriculture for Strengthening Paddy Productivity in Other Irrigated Areas. They are NKEA Paddy Batang Lupar and NKEA Paddy Bario. The project for Paddy Batang Lupar, will involve developing an area of about 5,100 hectares for double and single-cropping of paddy. The project will cover areas along Batang Lupar stretching from Entulang to Seduku, which is referred to as Bijat - Stumbin portion and along Sungai Lingga from Lingga to Banting.
An estimated 5,167 farmers will benefit from this project, which is estimated to cost around RM200 million. The focus is on the development of Bijat-Stumbin portion. A pilot farm of 77 hectares was developed by BERNAS in Stumbin areas during the 2011 main paddy season. The yield result from the pilot farm is very promising.
Datuk Patinggi Jabu says Bario Rice Industry Development project will involve the development of farm infrastructure on 200 hectares of land for paddy double-cropping, procurement of farm machinery and development of post- harvest facilities. A joint-venture company Bario Ceria Sdn Bhd has been appointed as the anchor company for the project.
The project costs about RM17.5 million and is expected to benefit 174 farmers. Another project under NKEA Agriculture for Sarawak is the Integrated Cage Culture at Batang Ai Dam reservoir. The State government has identified SALCRA as the anchor company to develop and manage the project.
SALCRA, which has completed the project viability study, has submitted the Business Plan to the Department of Fisheries, Malaysia in November 2011. Since then, SALCRA has collaborated with the Department of Fisheries, Malaysia to identify the technology required to revitalize the fish cage culture in order to ensure that the fish produced meets the requirement of the international market.
The Federal Government is considering seriously allocating fund for all the components of the proposed project including production, processing, feed mill, landing facilities, transportation, cold storage and marketing. The proposed Batang Ai Cage Culture Project is comprehensively packaged to ensure the viability throughout the whole value chain.
In the meantime, SALCRA has recruited sufficient Fisheries Officers to kick start the Project. SALCRA is currently discussing with the Department of Agriculture to use the existing facilities at Inland Fisheries Station Batang Ai as well as cages in the dam reservoir. The Federal Government has approved 1,260 heads of Brahman breed, targeted to be distributed to six selected plantations by next month under the cattle Integration with Oil Palm.
Datuk Patinggi Jabu says the integrated agriculture development for Long Peluan and Long Beruang in Ulu Baram have good potential to be developed for commercial highland agriculture. The project, when fully developed, can supply Sarawak with sub-temperate vegetables, fruits, flowers, fish, livestock, and other products such as handicraft.
Besides, both areas are within the region where a request has been made to the Federal government to improve the existing timber road. The roads, which have been abandoned, if repaired can provide access to the people in Ulu Baram. Long Peluan is is inhibited by Kelabit community and Long Beruang, the Penan community.
The integrated agriculture development in those two areas focuses on planting of high yielding rubber, cultivation of horticulture and floriculture crops, livestock rearing and indigenous fish development. A research is being carried out on sub-temperate highland vegetables, citrus, root crops, pineapples, bamboo, gaharu and rattan to support development activities. Research and Development on livestock and indigenous fish will also be carried out. A number of Penans and Kelabits have been selected to undergo training to equip them with necessary knowledge and skills in modern agriculture.
An agriculture station, which can accommodate five Agriculture staff, three Immigration staff and six Police or Army personnel is being planned at Long Peluan in Ulu Baram for logistic support. The existing access road to the development areas will be upgraded.
A sum of RM3.7 million has since been allocated for the above study and part of the above project following a request to the Deputy Prime Minister during his recent visit to the area. Thus far, the Department of Agriculture has started with the implementation of rubber pilot project covering 20 hectares at Long Peluan for the Kelabit and 10 hectares at Long Beruang for the Penans.
The Hybrid Rice Research and Development, now being carried out by the Department of Agriculture, aims to evaluate the performance of hybrid rice varieties under Sarawak conditions and at the same time to assess the feasibility of producing the hybrid seeds at Paya Paloh Rice Research Station, Padi Research Station, Samarahan Division. The project will also provide exposure and training for our local rice scientists on hybrid rice technology.
The initial results from the first and second season have been very encouraging. The two promising hybrid varieties have consistently produced eight metric tonnes per hectare. This yield is about 60 percent higher than that of MR219 variety which is widely planted in Malaysia. It is also noted that they have shorter maturity period than MR219. This season crop is near maturity and from visual assessment, promises good yield. By the end of this year, the Department is expected to come out with a recommendation on suitable hybrid rice variety for planting under Sarawak conditions.
Datuk Patinggi Jabu says the creation of Mukah and Betong into new administrative divisions is yet another example of the brilliant strategy of the Chief Minister Pehin Sri Haji Abdul Taib Mahmud to accelerate development transformation in Sarawak towards the year 2020 and beyond.
There are no less than 400 additional government officers being posted to each of the new administrative divisions to enable the government’s development machinery to cover more comprehensively into the rural areas rural areas for the benefits of the people. The strategies blend very well with the second wave of the politic of development in the transformation from the medium to high income economy towards the year 2020.
Datuk Patinggi Jabu says the peace loving people of Sarawak have every reason to say a big thank you to Pehin Sri Abdul Taib on the occasion of his 76th Birthday on May 21, 2012. Indisputably, Pehin Sri Abdul Taib’s outstanding leadership has transformed Sarawak from one of the bottom states 30 years ago to become one of the top three best performing states in the country.
The people of Sarawak still need, for the sake of maintaining political stability, racial harmony and continuity of the fast tempo of development and for the success of SCORE, for Pehin Sri Abdul Taib to continue to serve as Chief Minister for many more years at least until the year 2020.
Datuk Patinggi Jabu thanks the Prime Minister, Datuk Patinggi Najib Tun Razak, who is also the Minister of Finance, for his budget speech in Parliament in 2011, which specifically mentioned that Sarawak and Sabah must be given more financial allocations to enable both states, which are comparatively inadequate compared to Peninsular Malaysia, to catch up so that the social, economic and development gaps can be rapidly narrowed down by the year 2020.
Both, Datuk Patinggi Mohd. Najib Tun Razak and Deputy Prime Minister Tan Sri Muhyiddin Yassin are very caring and concerned about the welfare and livelihood of the rural people in Sarawak. Their many visits to remote locations like Long Bangak, Long Beruang, Long Keluan, Nanga Tadak, Long Panai, Ulu Lubai, Bekenu, Niah, Kemidan, Saratok, Lachau, Elik, Spaoh, Beladin, Kanowit, Selangau, Sebauh, Sungai Assap, Belaga are example that our Prime Minister and Deputy Prime Minister really care for the people.
The local people are deeply inspired by their sincerity. They approved many projects, which are very relevant to the people and the development of the rural communities during their visits. Both of them work closely with the Federal Ministers from Sarawak to ensure that the priorities of development are to be attended to with priorities.
