Every nation must play role to preserve Mother nature

by Mulu View

A
s we are well aware, natural resources are not infinite. They can hugely be degraded as in some developed countries or even developing  countries or destroyed as in some countries in Africa, the Horn of Africa in particular.

Kuching Waterfont and its clean river safe for boating
Alarming environmental issues around the world today – greenhouse gases, deforestation, pollution, environmental degradation and climate change, just to name a few, have become common.

Over population poses yet another challenge.  It is projected that world  population will increase by 2.6 billion over the next 45 years - from 6.5 billion today to 9.1 billion in 2050.

Even now the huge population is already putting a strain on limited natural resources like in the Indian sub-continent and the Horn of africa. All these problems, which are becoming a common place, demand that the world must re-examine ways on how to conserve the environment.  Every nation must play its role; fingure pointing will not solve them.

It is often said we are holding this planet in trust for our children and those that they will come after them. Obviously, this is  a very apt way of putting our role to protect and conserve the environment. Hence, it is imperative for every nation to adopt a “cradle to grave” mindset to ensure sustainability of the local resources. Developed nations like America, Australia or those in Scandinavian countries cannot expect the third world countries alone to play bigger roles in environmental protection and conservation.

Otherwise, all the technology in the world will come to nought if nations  take the environment for granted think and the problem of environmental degradation  is someone else’s problem to solve.

Arguably, development is often linked to the degradation of the environment. Hence a nation must find a healthier approach to development.Obviously conscientious efforts must be made to foster excellence in the practice of engineering  for the advancement of economic growth while at the same time preserve the fragile environment. Besides, such efforts must also create awareness on the importance of green technology and sustainable engineering practices.

Ironically, Sarawak and for that matter Malaysia, which has often been criticized by foreign NGOs over environmental issues, takes things like recycle, solar energy, renewable energy, green technology, sustainability, environmental protection, clean energy, and so forth very seriously.

For example, Sarawak has been and will continue to take the sustainability approach very seriously to its development. In fact, sustainability is the key focus in the implementation of any development plans.

The Brundtland report and World commission on environment and development (1987) defines “sustainable development” as supplying “the needs of the present without compromising the ability of future generations to meet their own needs”.

In Sarawak, this has been translated into controlled land clearing with closely monitored preservation and sustainable forest policies.  Over the years, the practice has brought about positive outcomes, for the development of our rural communities.

Chief Minister, Pehin Sri Haji Abdul Taib Mahmud in his key-note speech at Asean Australian Engineering Congress 2011 says the  the word “sustainability” has a very special meaning to him.  Many years ago the state government implemented “sustainable development” - as opposed to the old slash and burn method of clearing land - for development. It also dictated the development of the state’s policies on permanent forest.

City Fan Miri
He says by next year, 95% of rural households will be able to have electricity with the special allocation from the federal government; now 60% of them enjoy the facilities. Besides, more Penans, who are living a nomadic lifestyle out of their own choice, will also be persuaded to lead a more settled life. They will be provided with land, housing, power, clean water, education and health services if they decide to lead a more settled lifestyle. Now their average life expectancy leading nomadic lifestyle is 39.   At the same time more re-settled communities will be given individual titles to acreage, plus roaming entitlements in communal forests.

Pehin Sri Abdul Taib says Sarawak is geared to practice the international Equatorial principles in the overall efforts to resettle people, who are or who will be affected by the construction of hydro dams. More recently, the state government earmarked “green” projects such as those in Sarawak Corridor Of Renewable Energy (SCORE).

SCORE is a major initiative to develop the central region of the state and transform Sarawak into a developed state by 2020 and to ensure sustainable development all the way beyond.

SCORE sets the benchmark of Sarawak’s main thrust in clean energy. Solar, wind and water will be relied upon to produce energy for the state’s future economic policies and programs rather than dependence on fossil fuels which are both finite and damaging to the environment.

The clean energy created from these sources will be utilized by various downstream industrial and business activities in Sarawak’s central region and neighboring areas.

Miri Esplanade
Pehin Sri Abdul Taib says another example of Sarawak’s eco-friendly project is the on-going Kuching Wastewater Management System. Although Kuching has been declared a healthy city by the world health organisation, its rivers and waterways have deteriorated due to the discharge of untreated or partially treated wastewater.

Currently, blackwater from toilets is only partially treated in conventional septic tanks while greywater from bathrooms, kitchens and washing areas is discharged without treatment.

Under the new system, wastewater will be collected and transported to a treatment plant where it will be treated according to the department of environment's standard for effluent discharge.

The population of Kuching division is now about 682,000 people. It will become more densely populated in the future. One of the state’s  biggest challenges is to provide good clean water. Hence, the state government has to develop the centralised sewerage system, though it has to incur huge expenditure.  Even the first phase is expected to cost the government with grant from the federal government rm1.5 billion.

Pehin Sri Abdul Taib, who is also the Pro-Chancellor of Swinburne Sarawak, considers the congress with the theme “engineering for sustainability as timely and and very important.

Federal, state agencies must look into ways to integrate market in Sarawak with Semenanjung

by Sarawak Monitor

Perhaps, the time has come for relevant agencies both at the Federal and State levels to look into ways of integrating the market in Sarawak with those in Peninsular Malaysia.  This will be more in conformity to the Concept of 1Malaysia and a push towards greater economic integration in the country.

At the moment, Sarawak has been exporting goods worth at an average of RM50 million every year to Peninsular Malaysia but a bigger volume to the world market. In other words, Sarawak has been exporting more goods abroad than to Peninsular Malaysia.   At the same time, Sarawak has been importing quite a lot of goods from Peninsular Malaysia to such an extent that the return cargo ships from Sarawak to Peninsular Malaysia are often quite empty; they are not loaded with goods.

Tanjung Manis Port

Obviously, the problem of empty cargo ships returning from Sarawak to Peninsular Malaysia ought to be tackled gradually in order to increase the participation of the people in Borneo in the market in Peninsular Malaysia. That will contribute towards the development of healthy economy for the country in the future.

The problem must be looked into so that the local people can increase their income and business volume through participation in bigger and more integrated market in Peninsular Malaysia.  That will mark a healthy development of the economy for the country, between Peninsular Malaysia and Sarawak in particular in the future.

Generally, Sarawak is looking at a bigger picture in carrying out the economic transformation program. It is looking at the overall economic transformation of the country, the total impact of the economic transformation throughout the nation. The State’s potentials, if fully exploited will need more enterprising people from outside Sarawak but within Malaysia to see how it can, through having more investment, become more active in moving towards the higher status of economy.

The target to create 1.5 million jobs in Sarawak by the year 2020 will not be easily met by local labour force. Gradually, the job market in the whole country must be integrated.  For Sarawak, the danger is not in having outsiders but having them suddenly in large numbers without making prior preparations.

Hence, the local training institutes could help to ensure that people, who are not employed on the other side, will have opportunities on this side.  For example, there was a gradual mix of people from Peninsular Malaysia with the local people during the initial stage of the opening of LNG plant in Bintulu; it was a good thing.

As the State does not have sufficient manpower to man heavy industries that will come up, the state may have to recruit people with necessary skills and expertise from Peninsular Malaysia for the purpose.  But the exercise must be done very carefully so that it does not create social problems.

Therefore, the development of SCORE is not just a regional affair for Sarawak but it is something to look at on a larger scale as a national cake with the better capacity to upgrade the whole economy of Malaysia to become high income economy.

Presumably, the State will be able to achieve the aim of transformation plan to migrate from the medium income to the high income economy faster than expected.  This will be based on the assumption that the development of Sarawak must be looked at as a part of that for the country and  the creation of jobs will be for the people of Malaysia  and not only for those in Sarawak.

Senari Port

Obviously, the people must have a clear overall picture of the development in Sarawak, the development of SCORE in particular to enable them to play their roles with greater efficiency and productivity to push Malaysia ahead as part of the overall economic transformation program.

However, Sarawak and probably Sabah too, have slightly different settings from Peninsular Malaysia in terms of reliance on the private sector, which has achieved important strength in the National economy. The private sector is expected to come up with 92% of investment while the government, 8% only.

Understandably, some people get frightened that with only 8% of public sector investment, the State may not be able to develop sufficient infrastructure as required by investors. Besides, they are concerned that insufficient infrastructure will affect small payers the most.  Hopefully, the ratio will not be strictly enforced in Sarawak as its development still rely on public sector investment, the development of infrastructure in particular.

For example, Sarawak has been left out in the development of telecommunication because the market especially the rural area is not good. Therefore, the State cannot rely on the private sector for the development of telecommunication in rural areas. Obviously, public sector investments alone will not be able to hasten the pace of economic transformation of the State and country.

Understandably, SCORE was designed after analysing the potentials of food production using biotechnology and the generation of sufficient energy at reasonable costs to cater for energy intensive industries. The development of hydro dams to generate electricity requires huge investments. It entails construction of roads, numerous bridges, ports and airports and other infrastructural facilities.

All projects have been planned properly as they require huge investment from the public sector. Besides, the government is also developing coal-fired power generating stations to ensure that State will be able to produce a fair mix of energy from hydro power and coal toward the year 2020. The state has coal reserves of more than ½ a billion at Balingian in Mukah and Nanga Merit in Ulu Kapit.
Generally, the response from world industry players has been very positive.  More big firms, which require huge amount of power consumption, have expressed their interests to set up industries in Sarawak.  That means the State has to develop more hydro dams, each requires a huge amount of investment, to generate electricity that can be charged at reasonable costs to consumers. As a consequence, the State has to construct roads to cut across hills or mountains, deep ravines and rivers to interior parts of the State in order to construct hydro dams; the construction of roads alone requires huge investments.
Bintulu Port

Where ever feasible, the State Government tries to improve some of the timber roads in order to get the supply of electricity available as soon as possible. The State is trying very hard to avoid delays in terms of infrastructure development as it is very important for Sarawak to achieve the target investment figure of more than 200 billions within 20 years up to the year 2030.

As Sarawak has to push for the development of heavy industries, it has to deal with global players. Generally, negotiations with them are very tough. They want speed in everything.  For example, they want the infrastructural connectivity to be available by certain dates. In other words, the roads and other things must be provided to them according to their time tables.

Obviously, Sarawak, which has been getting fast response from big investors, may have to run faster than its capacity to do so. The big players believe that the State government can deliver what ever they require from it. The small people, on the other hand, look at heavy industries as investments to benefit foreigners only. Of course, this is not true. For example, one smelter plant can have spin off effects that can create four times more business and employment opportunities through downstream industries for the people.

Understandably, the development of SCORE embraces the exploitation of a total of 1 million hectares of palm oil estates, which are almost contiguous with each other. The palm oil industry can create a lot of downstream industries for small players.  Since last year quite a lot of small operators have started to produce foods either from sea products or fruits through the cottage industries. Generally, the people, the women in particular, are showing a lot of enthusiasm towards the development of cottage industry.

Jangan Musnahkan Kemerdekaan Negara

Also present in the meeting was YB Fong Pau Teck DAP(Pujut), Zulhaidah Suboh PKR deputy chairman of Miri and PAS Miri Chief Jofri Jaraiee.

Basically, the Pakatan Rakyat of Miri leaders will accept anyone who will contest in Miri parliamentary seat if it was decided by the central leadership. The final decision will be known

Miri Pakatan Rakyat also agreed to work closely with the candidates who will be chosen later either from the DAP, PKR and PAS. Only close cooperation and strong alliances will be able to take over the Miri parliamentary seat from BN.

What is important now is the cooperation is not divided just because of one seat they would destroy all hope of the people to see a bigger change after the coming general elections. We do not want to repeat
the same mistakes, such as Sarawak state general elections before and due to struggle for seats in which people lost faith in the Pakatan Rakyat. People's Alliance would like to make a history of Miri in Malaysia that Pakatan Rakyat is the best choice for all future welfare.

Pakatan Rakyat Is Wordplay, Abu Seman

Pakatan Rakyat (PR) camouflages on the name of `Pakatan Rakyat’ to confuse the people, says Political Secretary to the Chief Minister cum Jemoreng State Assemblyman, Abu Seman Jahwie.

“They know that the combination of these two words `pakatan rakyat’ has a special weight and very meaningful to the people, and thus some of our people’s mind have been poisoned by them, because pakatan by itself is a united force and plus rakyat becoming a united force of the rakyats,” he said.

He, however, stressed that the great name has remained a rhetoric especially when comes to the people of Sarawak.

“The Pakatan Rakyat which sounds great by name, but  failed to influence the people because Sarawakians are wise enough to choose the government that delivers,” he said.

Hence, Abu invited the people of Mukah and Sarawak in general to make the word `pakatan’ to unite in rejecting the dirty political approaches undertaken by PR which proven to be ineffective in the previous elections.

“When we are united, we can avoid bad element that could corrupt the peoples’ mind. Unity is the key word, here, not only in politic but also in our day to day life,” added Abu.

He made the remark while speaking at 1Malaysia Community called ‘Program Sepakat Bestari Dan Malam Simfoni Kasih ’  held at Kingwood Resorts on Sunday night.

Touching on unity, he said, the people should build more bridges to unite the people and not walls that could divide the people.

He reiterated that in a plural society like Sarawak, the cordial relationship between the people especially by respecting each other and sharing both in good and bad times, were the priceless pearl that should be treasured and preserved with all cost.

“And that’s why, the government are willing to use substantial  fund to organize various activities that could enhance the spirit of unity among the all walks of life Malaysians. And the 1Malaysia concept lauded by the Prime Minister is one of the major efforts towards promoting that oneness spirit within the peace loving society of Malaysia,” he said.

On the part of the grassroots leaders, he said, they should be well-versed of  the concept and become eyes and ears for the people and government especially to explain the beauty of the concept which meant to unite the colourful people of Malaysia..

Sibu/Mukah Division Information Officer, Wasrin Zakaria, who represented State Information Director, Resat Salleh, also spoke at the event.

Also present were Dalat District Officer, Yussibnosh Balo,  Mukah District Information Officer, Muhammad Alwi, Dalat District Officer, Khalid Aini, Matu District Officer Zaini Morshidi, Balingina Sub-District Information Officer, Azami Bujang, Pemanca Henry Eli Brangai and  Penghulu Wee Key Chuan.

Didik Anak Dengan Ajaran Sebenar

oleh  A. Reel Lee Ya
